Counties for Economic Mobility (C4EM) is a National Association of Counties initiative for county leaders to advance equitable upward economic mobility to move individuals and families out of poverty. C4EM supports a range of activities to drive data-driven and community-informed policymaking in county government.
The C4EM Leadership Advisory Council (LAC) guides NACo’s economic mobility initiative to ensure resources and activities meet the needs of all county leaders from across the country. The LAC consists of 13 elected county leaders who previously participated in NACo’s Economic Mobility Leadership Network (2019-2023). Council members serve as champions for county action on economic mobility and provide the county perspective for resource developers and researchers.
