About Hon. David Stout
El Paso County Commissioner David Stout has spent much of his life in West Texas and New Mexico, and has worked and studied extensively in Latin America. David has worked as a television reporter, for the Catholic Campaign for Immigration Reform, Justice for Immigrants, and most recently, prior to his election, as binational affairs liaison and legislative aide for state Sen. José Rodríguez. As Commissioner, he has been a strong immigrant rights advocate; this includes proposing El Paso County’s Office of New Americans, which was created in 2019, and being appointed in July 2021 as Vice Chair of the National Association of Counties’ Immigration Reform Task Force. His main policy priorities include healthcare and mental healthcare, economic development, state and federal advocacy, as well as historic preservation and tourism.
