Equitable Governance: 2022 NACo DEI County Convening, Strategies for Governing with Equity
The National Association of Counties hosted a full-day diversity, equity and inclusion (DEI) county convening before NACo’s 2022 Annual Conference to discuss the importance of equity in governance and how to strategically align efforts at the county level. The convening brought together over 50 participants from over 20 counties who sent a team comprised of a DEI practitioner, county administrator and elected official. Throughout the convening, attendees discussed the unique challenges and opportunities they see in their distinct roles and explored how to advance the principles of DEI by considering community data differently. U.S. Department of Energy announces cancellation of National Interest Electric Transmission Corridors
On August 12, the U.S. Department of Energy (DOE) announced it would not continue the designation process for three proposed National Interest Electric Transmission Corridors (NIETCs). The cancellation means that DOE is not actively considering any NIETCs, which preempt state and county siting authority for energy infrastructure.
U.S. EPA releases guidance for compliance with lead pipe removal requirements
On August 21, the U.S. Environmental Protection Agency (EPA) released additional guidance for water systems to comply with the 2024 Lead and Copper Rule Improvements (LRCI). The guidance comes as water systems face a November 1, 2027, deadline to complete a baseline inventory of water service line materials and begin replacing service lines. The guidance provides further directions on how to assess, identify and access service lines to comply with the rule.
Supreme Court allows executive order limiting mail-in ballots to move forward
The Supreme Court ruled in a 6-3 decision to allow the Trump administration to move forward with its Executive Order 14399 directing the U.S. Department of Homeland Security to compile official U.S. citizenship lists to be used in voter citizenship verification and the U.S. Postal Service to impose new mail-in ballot restrictions.
DOJ announces $211 million in grants for county criminal justice systems focused on reentry and mental health treatment
The Department of Justice announced $211 million in grant opportunities for counties to improve their criminal justice systems, specifically reentry, substance use, crisis response and behavioral health programs.
Senate funding proposal would create transportation funding cliff for counties
On August 8, the Senate Appropriations Committee passed a proposal to extend government funding and many expiring program authorities until December 11, 2026. Notably, this bill would provide a short-term extension of many federal surface transportation programs authorized in the Infrastructure Investment and Jobs Act (IIJA) (P.L. 117-58). However, the bill would not extend the advance appropriations for many transportation programs made in Division J of the IIJA. This means that many programs would lose portions of their funding, while many other programs would have their funding lapse altogether.
