CORE Justice Network
The CORE Justice Network is a group of county officials working to drive change in the criminal legal system. The cohort focuses on innovative, county-led approaches to equity, exploring policies, practices and programs with measurable impact on justice-involved populations.
This work is funded by the John D. and Catherine T. MacArthur Foundation. This network will continue through Spring 2025.
About the Network
Together CORE Network members learn about the policies, practices and programs that can be used to identify and eliminate racial and ethnic disparities in the criminal legal system. They receive monthly research-based emails, take part in quarterly calls with guest speakers and participate in in-person peer exchanges.

U.S. Senate reintroduces bipartisan disaster mitigation bill to support homeowners
On January 30, a bipartisan group of senators reintroduced the Disaster Mitigation and Tax Parity Act of 2025, a bill aimed at eliminating federal taxation of state-provided residential mitigation grants. NACo previously supported this legislation and continues to advocate for its passage to support county resilience efforts.

President Trump signs Laken Riley Act into law
On January 29, President Trump signed the bipartisan Laken Riley Act into law, requiring the U.S. Department of Homeland Security to detain any undocumented immigrant who has been arrested for violent or property-related crimes and giving states new authority to sue the federal government over certain immigration-related decisions.
Congress reintroduces 9-1-1 SAVES Act
On January 16, the 9-1-1 Supporting Accurate Views of Emergency Services (SAVES) Act was reintroduced in the U.S. House of Representatives. This legislation aims to officially reclassify 9-1-1 dispatchers as first responders, granting these professionals the recognition they deserve for their vital contributions to public safety.
Los Angeles County aims to recover and rebuild after historic wildfires
Over a week after a series of deadly fires sparked across Los Angeles County, at least 25 people are dead, thousands of structures, including businesses and homes, have been destroyed and roughly 100,000 people across the county have been displaced.
