Biography
Tom Eberly is Program Director at the Justice Management Institute, where he co-facilitates the National Network of Criminal Justice Coordinating Councils. He has worked with jurisdictions nationwide to establish or improve coordinating councils and collaborated with the National Institute of Corrections (NIC) on the National Survey of Criminal Justice Coordinating Councils. Tom also served as principal author for the National Standards of Criminal Justice Coordinating Councils and the CJCC Essential Elements. Previously, Tom was Criminal Justice Director in Mecklenburg County, North Carolina for ten years. There, he created and managed Criminal Justice Services, overseeing pretrial services, treatment courts, forensic evaluation, re-entry, and planning. Earlier in his career, he served as Criminal Justice Coordinator for Summit and Lake Counties in Ohio, where he implemented many systemic reforms focused on improving justice operations and public safety.
