Terry Hickey

Terry F. Hickey joined Baltimore County in December 2019 and was appointed to serve as the first ever Director of the newly created Department of Housing & Community Development (DHCD) by County Executive John Olszewski in June 2021. Director Hickey proudly oversees the County’s coordinated efforts to keep people in their homes, create new affordable housing, increase homeownership, address homelessness and invest in communities across Baltimore County.
