About Rose Toehe

Rose Toehe, M.Ed., is Dine’ (Navajo) and Ute, originally from the Four Corners area. She moved to Flagstaff as a teenager and is Tachii’nii Noda’i, born for Kinlichii’nii, with maternal grandfather Ashiihi and paternal grandfather Hashk'aa hadzohi. Rose holds a Bachelor of Science degree with an emphasis in Business Administration and a minor in Psychology and a master’s degree in Educational Psychology & Counseling from Northern Arizona University.


Professionally, Rose has served as the NE AZ Project Director for the state’s School-to-work Initiative, overseeing 12 school districts on the Navajo and Hopi Nations. She also worked as the Program Director of the Workforce Innovation Opportunity Act (WIOA) and was the lead counselor for the Post-Move Relocation Program at Native Americans for Community Action, Inc. (NACA). Additionally, Rose contributed to workforce development opportunities at the Coconino County Career Center. Currently, she is the Coordinator for Indigenous Initiatives at the City of Flagstaff’s City Manager’s office, Communication & Civic Engagement Division. In this role, she advocates at the city level and serves as the key liaison for Indigenous nations and peoples, fostering collaboration between city and county partners.


Her passion and volunteerism have been geared toward advocacy work for Indigenous people and other relatives of color. She has served on or provided support to various groups including the Coconino County Criminal Justice Coordinating Council, the Indigenous Peoples Advisory Council to the Coconino County Board of Supervisors, Indigenous Circle of Flagstaff, Flagstaff Police Department Citizens Liaison Committee, Coconino Employees Appeal Board, Coconino County Planning and Zoning Commission and the National American Indian Science and Engineering Society (AISES) Council of Elders.
Flagstaff is home to Rose, her husband, their adult sons, a daughter-in-law, and a precious grandson. Rose’s mission is to maintain a kinship attitude and make a positive impact in people’s lives daily.
