May Xiong was appointed Chief Workforce Development Officer of Hennepin County, Minn. in September 2024. She reports to the County Administrator and is responsible for the strategic coordination and management of the County’s workforce development strategies. Prior to this appointment, Ms. Xiong was the Assistant County Administrator to lead Hennepin County’s efforts to reduce disparities in seven domains – Connectivity, Employment, Education, Health, Housing, Income and Justice along with key strategic oversight of broadband and digital inclusion, education support services, purchasing and contract services, workforce development, climate action and resiliency and diversity, equity and inclusion departments within the Disparity Reduction line of business. She also served as the Director of Economic Supports and Well-Being for Human Services where she led staff and operations of economic benefit programs, child support, employment programs, youth education programs, family emergency shelter programs, and emergency assistance programs.

In addition to her experience in the public sector, Ms. Xiong has over 20+ years working in the community in the nonprofit sector. Before joining Hennepin County in April 2020, Ms. Xiong was Vice President of Career Readiness and Education at Project for Pride in Living. She holds dual Master’s degrees in public administration and nonprofit management from Hamline University and a Bachelor of Science degree from Metropolitan State University. Ms. Xiong is also a current board member of the Northside Achievement Zone.
