About Joseph Hafer
Joseph A. Hafer, Ph.D. is an assistant professor in the Department of Public and Nonprofit Administration, School of Urban Affairs and Public Policy at the University of Memphis. He has over fifteen years of public service experience in state and county government and public management consulting. His research focuses broadly on producing public value via public policy implementation in an era of interorganizational collaboration and cross-sector governance, particularly in state and local contexts. His research has been published in the Journal of Public Administration Research and Theory, and Perspectives on Public Management & Governance, among others.
