About
Brian Bell is the Democratic Staff Director for the House Transportation and Infrastructure Subcommittee on Aviation, where he is responsible for advising T&I Committee Ranking Member Rick Larsen and Aviation Subcommittee Ranking Member Steve Cohen on a wide-ranging set of issues regarding civil aviation, including airport infrastructure and operations, 5G deployment, airline operations and consumer issues, disadvantaged business enterprises, and aviation environmental issues, among other things.
Previously, he was the Director of Federal Relations/Legislative Analyst for Jacobs, formerly CH2M, an engineering, design and architecture firm. In this role, he was responsible for tracking Federal legislative and regulatory initiatives related to transportation, infrastructure, energy and environmental sustainability issues and advising the company’s senior leadership of how these initiatives affected the firm’s policy priorities.
Prior to his work for CH2M, Brian served nearly four years on Capitol Hill, where he worked on an array of legislative issues including transportation, water, energy and appropriations for multiple Members of Congress. This included serving as Senior Legislative Counsel for Congresswoman Janice Hahn (D-CA), where he managed the Congresswoman’s legislative priorities on the House Transportation and Infrastructure Committee and advised her on several major infrastructure initiatives, including MAP-21 and the Water Resources Reform and Development Act (WRDA) of 2014.
Brian received his bachelor’s degree in Government & Politics from the University of Maryland, College Park and his law degree from Washington & Lee School of Law. He has been admitted to practice law in the state of Maryland.
