Ray Elwell

Ray is the government strategic director for Guidehouse focused on our Workday practice. Prior to joining Guidehouse Ray spent seven (7) years at Workday as their industry advisor, helping government customers make the transition from legacy solutions to their modern cloud solution for HCM, financials, and budgeting.

Before Workday Ray held senior budget and finance positions at Anne Arundel County, Maryland (seventeen years) and then served as the Deputy CFO for the City of Orlando (ten years). In that role Ray was responsible for accounting and financial reporting, budget, procurement, treasury, fleet and facilities management, and information technology. Ray also served as Orlando’s project manager for the successful full suite implementation of Workday, the first such implementation in a City government.
