About Joe Ryan
Joseph Ryan has been the principal administer of the Harford County Office of Drug Control Policy (ODCP), an Office within Department of Community Services, for the past eighteen years. He develops, coordinates and monitors a network of community wide services aimed at prevention and control of substance abuse problems as well as assists with the treatment of substance abusers and their families. He was appointed by the Harford County Executive to the Local Drug and Alcohol Council, Criminal Justice Coordinating Council, Youth Commission, and Highway Safety Council. He is a current member of the Executive Board for the Harford County Narcotics Task Force and has served as a member of DEA steering committee for DEA’s “TARGET America” campaign in Maryland. He is co- author of Harford County’s opioid prevention plan submitted to the Behavior Health Administration. In 2015 he was assigned to the Lt. Governor’s Heroin Misuse Task Force education/prevention committee. He is certified by the Maryland Association of Prevention Professionals and Advocates (MAPPA) as a Prevention Professional.
