About Jenny Qian

Jenny Qian was born in Beijing, China.  She came to the United States in 1988 to attend the University of Minnesota where she received her Master’s Degree in Psychology.

After her graduation, Jenny joined the Orange County Health Care Agency (HCA) in 1991. During her long tenure there, she has held several important managerial roles. At the end of her first tenure at HCA, she was the Chief of Operations for Behavioral Health Services from 2013-2016.  She was responsible for the quality, accessibility, evaluation and cost effectiveness of a comprehensive community system of care for mental health and substance abuse, with a budget of over $330 million per year, and a clinical and professional staff of approximately 1200 spanning over 200 programs.  Prior to this position, she was the Division Manager of Prevention and Intervention since 2009.  In this role, she was in charge of the development and implementation of 33 Prevention and Early Intervention mental health programs in Orange County from its inception. She also managed the alcohol and drug prevention program, HIV education, and the case management program.

In 2016, Jenny joined the Orange County District Attorney’s Office as the Director of Administrative Services.  In this role, she oversaw the complex budget of approximately $150 million with numerous grants/fees/revenues, and hundreds of contracts and audit responsibilities.  Administrative Services includes human resources, information technology, purchasing/procurement, facility operations, research, and administrative support services to approximately 300 prosecutors and over 250 individuals in the Bureau of Investigation.

In 2019, Jenny returned to HCA and she has been supporting the Director in multiple capacities as the Chief of Operations for the Agency which includes Behavioral Health, Public Health, Correctional Health, and Medical and Regulatory Health, the Chief of Health Policy Research and Communication, as well as the Public Guardian. Currently, she is the Chief of Strategy and Special Projects and the Public Guardian.  In this role, she oversees agency wide projects, new initiatives, quality improvement, research and Office of Population Health and Equity, as well as Public Guardian and Medical Services Network.

In partnership with the County CEO’s office, the HCA Public Health Services, and the Orange County Fire Authority, she played a pivotal executive leadership role to the Incident Management Team for Covid response, developed and implemented mobile vaccination clinics targeting the vulnerable and at-risk communities in the County.
