What Counties Need to Know: ARPA SLFRF Reporting Deadline

As counties continue to implement projects under the American Rescue Plan Act’s (ARPA) State and Local Fiscal Recovery Funds (SLFRF) program, accurate and timely reporting remains critical. To support counties in preparing their 2025 Annual or Q1 Project and Expenditure (P&E) Reports – due April 30, 2025 – NACo has developed the below frequently asked questions (FAQs) guide.

How Do I know if I’m an Annual Reporter or Quarterly Reporter?

Annual reporters include: 

  • Counties with a population below 250,000 residents that were allocated less than $10 million in SLFRF funding.

Quarterly reporters include:

  • Counties with a population of over 250,000 residents and received more than $10 million in SLFRF funding.

How Do I Login?

  1. If you don’t have your “Account Identifier,” email SLFRF@treasury.gov to request it. A template for requesting your account identifier (MS Word) is available.
  2. While waiting, ensure you have an active Login.gov or ID.me account.
  3. Once you receive your Account Identifier:
    1. For Login.gov users
    2. For ID.me users

I am new in my role. How do I update roles?

My projects have changed since my last report. Can I edit the reporting I am submitting? 

Yes. Treasury has enabled recipients to add and reclassify funds to project(s) for which an obligation was incurred by December 31, 2024. For all such projects, recipients will be required to attest that they incurred the applicable obligation for the project no later than December 31, 2024.

What does it mean if my county received a notice saying we are in “non-compliance”?

My county has spent all our SLFRF funds. Do we still need to report? 

Yes. Treasury is in the process of formalizing the closeout process. Until it is officially announced, counties must continue submitting reports.

How Can I Contact Treasury for Assistance?

When reaching out, include:

  • Full county name, including state (e.g., Arlington County, STATE)
  • Email address associated with Login.gov
  • County’s Tax ID Number (EIN) or Unique Entity Identifier
  • For technical issues, include a detailed description and screenshots.
