  • Jonathan Shuffield is the new associate legislative director for public lands and Western Interstate Region. Shuffield has worked almost a decade on Capitol Hill as both policy director and executive director for the Congressional Western Caucus. He also served as legislative director for Rep. Bruce Westerman (R-Ark.) and as legislative assistant for Rep. Steve Pearce (R-N.M.), where his primary focus was on federal lands and environmental issues.
  • Andrew Hartsig, research manager, spoke at the National Forum on Public Safety and Community Development, April 18, hosted by the Industry Council for Emergency Response Technologies. He discussed the challenges counties face in funding new 911 technologies.
  • NACo Legislative Director Deborah Cox participated in a panel discussion focused on federal-local relations during the Trump Administration, April 21, at the International Municipal Lawyers Association’s Mid-Year Seminar.

Congress passes Laken Riley Act

On January 22, Congress passed the bipartisan Laken Riley Act (S.5/H.R. 29), which requires the U.S. Department of Homeland Security (DHS) to detain any undocumented immigrant who has been arrested for violent or property-related crimes, and gives states new authority to sue the federal government over certain immigration-related decisions.
